A research-informed approach

This advisory work draws on Julie Sandbrook’s Master of Change and Organisational Resilience research into regulatory governance, incentive structures and organisational behaviour in New Zealand’s vocational education sector.

The research examined how funding settings, quality-assurance expectations, audit exposure, reporting requirements, leadership, systems, capability and local conditions shape organisational response.

A key finding was that governance does not shape behaviour mechanically. Formal requirements are interpreted through people, systems, priorities, pressures and context. This means the same governance setting can produce different organisational responses depending on how well it is translated and supported in practice.
