Research-informed support for a changing sector

JSS Consulting’s Incentive-Behaviour Alignment Diagnostic work is informed by Julie Sandbrook’s Master of Change and Organisational Resilience research, completed in 2026, and the diagnostic work she has built from it since, into regulatory governance, incentive structures and organisational behaviour in New Zealand’s vocational education sector.

The research examined how governance settings are interpreted, translated and enacted in practice. It found that governance does not shape behaviour mechanically. Formal expectations are filtered through leadership, capability, systems, reporting requirements, viability pressure and local context.

This matters because organisations can become very good at evidencing what the system can see, while still needing to ask whether those same systems are supporting meaningful quality, customer value and culturally grounded outcomes.

Culturally grounded governance

JSS Consulting treats culturally responsive outcomes as a governance-quality issue, not a symbolic add-on.

This work examines whether governance settings, reporting systems, leadership practices and decision-making processes create the conditions for relational, community-grounded and culturally meaningful outcomes to be recognised and supported.

Where deeper cultural advisory work is required, JSS Consulting works in partnership with appropriate Māori and Pasifika expertise.

The Alignment Read 

A fast, fixed-price way to test one of your settings before you trust it to do what it promises.

Bring one policy, funding setting, audit requirement or reform decision you are not sure about. I apply the alignment lens, and the research behind it, and give you a short written read of what that setting is actually likely to reward in practice, where it may pull against what you intend, and the questions worth asking next. We then talk it through in a focused session.

It will tell you where to look. What it will not do is tell you what is happening inside your organisation on the ground, because that takes evidence gathered from within. Where the Read surfaces a gap worth understanding properly, it leads into the Alignment Snapshot.

$1,500 plus GST, fixed. One setting, a written read, and a working conversation.

The Alignment Snapshot 

A short, structured read of what your organisation is actually rewarding, from the inside.

A small set of confidential interviews inside your organisation, a structured read of what your settings, measures and reporting are rewarding in practice against what they were meant to achieve, and a findings conversation with your board or executive. You leave with findings about your own organisation and a short written summary, not a framework to run yourselves.

Fixed scope, from $3,500 plus GST, priced from the full piece of work rather than time in the room. Delivered over two to three weeks, mostly by video. Where it surfaces a gap worth understanding in depth, it opens into the Incentive-Behaviour Alignment Diagnostic.

The Incentive-Behaviour Alignment Diagnostic

An evidence-based examination of what your governance, funding and assurance settings are actually rewarding, and where that pulls against the outcomes you are accountable for.

Over roughly six weeks: evidence gathered inside your organisation, analysed against a sector-wide base of comparison, and returned as an Alignment Profile with stage scores, a findings report, a 90-minute board or executive briefing, and a prioritised pathway for where to act first.

From $12,500 plus GST.

System-Level Alignment Review 

For regulators, funders, agencies and policy leaders designing or assuring a system.

A structured review of how a set of settings is likely to be read and acted on across organisations of different size, capability and context, returned with findings, options and risks, and a leadership briefing. Support for the people who design and assure, not a critique of them.

Advisory Retainer

Ongoing advisory support through a reform, implementation or governance-redesign period. Scoped to need, from $3,500 per month plus GST.

Julie Sandbrook is the Director of JSS Consulting. Her professional background spans manufacturing, local government, vocational education, quality assurance, learning systems, regulatory compliance, digital transformation, stakeholder engagement and organisational improvement.

Julie’s Master of Change and Organisational Resilience research examined how regulatory governance structures and incentive settings shape organisational behaviour within New Zealand’s vocational education sector. The work is system-level, ethically bounded and designed to support reflective governance practice.
